Workers' Support for the CTIE Recommendation during ILC 2014


          This speech of Susanita "Babes" G.  Tesiorna, hereto attached, expressed the Integrated Approach of Social Protection Policies to be endorsed to ILO Member Countries which is aimed to have Recommendation in the 104th  International Labour Conference in 2015.  The other three (3) speakers spoke of presenting the decent work deficits of the workers in the informal economy, issues in the implementation with the local governments and issues on the absence of informal workplaces in the national legislations. 

          Ms. Tesiorna congratulated the Chairperson of the Committee for handling well the most
challenging committee, with a weak document accordingly, the Committee on Transitioning the Informal Economy Workers to the Formal (C.T.I.E.), the workers and employers vice-chairpersons as respective spokespersons and the government for expressing the best inputs towards the Committee's recommendations. She also thanked fellow workers in the committee.

          She thanked the Office of the President of the Philippines, the Department of Labor and Employment and TUCP-ITUC for entrusting her the representation as one of the workers delegates. She was selected from the workers delegates in This Committee to become a member of the Bureau  tasked to review the recommendations, lobby to the government, negotiate with the employers and coordinate workers activities.  Babes Tesiorna was in-charge of Asia-Pacific.

          According to Ms. Tesiorna and the pre-departure challenges she went through, she knows she delivered a very good performance in the Conference for the protection and development of the workers in the informal economy, not only for her country, but for the 185-member countries of International Labour Organization.

              ILO-UNICEF-EU supported ALLWIE/S in its conduct of Training of EBF Peer Educators in the Informal Workplaces in three cities namely Naga, Zamboanga and Iloilo. This project is under the Nutrition Security and Maternity Protection (NSMP) Project through Exclusive and Continued Breastfeeding.
Iloilo City
             Building on the gains of the MDG-F2030 Project, ALLWIE/S continued as external collaborator for the informal workplace.  It implements project activities in compliance of commitments under the Memorandum of Agreements signed by the ILO Tripartite Constituents, the principal duty bearers among the national government agencies of the RA 10028 and the City Governments mentioned.
 
 
            The module developed by the WHO-UNICEF was used, however, sessions were added as part 1 to incorporate the workers rights especially the Decent Work and Social Protection Framework of the government.  


Zamboanga City
           The last part of the training was the re-entry planning of both the transport and vendors group which capacitates them how to submit a budget proposal for the sustainability of the Lactation Station from the LGU GAD budget as provided in the RA 10028.

            The local city health offices were also present to support the activity and the sustainability of the program which will be later turned over to the City Government. 



Naga City

          Zamboanga Informal Workplace Exclusive Breastfeeding Educators supported ALLWIE/S President, Susanita Tesiorna, during the Jan. 22, 2014 Legislative Session in Zamboanga City as she presented the Legislative Agenda to institutionalize programs and policies for the informal workplaces in the city development plan by amending City Ordinance No. 377 of 2011.

          ALLWIE/S thanked the leadership of Mayor Beng Climaco, Vice Mayor Iturradle for making its presentation No. 1 in the Business Agenda.  For the informal sector, it was very historic. 

         The output, the Legislative Committees on Health and Women and Family Affairs will jointly conduct very soon the public hearing.

          Ms. Tesiorna was invited by the legislators to be in the public hearing.
