NAPC-WIS adopted IETFA drafted by ALLWIES

Susanita Tesiorna drafted the "Informal Economy Transitioning to Formal Act" and presented to the National Anti-Poverty Commission-Workers in the Informal Sector Council in a legally constituted meeting on July 22, 2016 at the NAPC Conference Room.

The draft has the very important provisions of the ILO Recommnedation No. 204 of 2016 with the important provisions from the MACWIE bills filed in the 16th Congress. It is expected that it will be presented to other informal sector advocates like the MAGCAISA, the social partners and the Departmet of Labor and Employment before submission to sponsors of both houses (Senate and House of Representatives). 

The ILO Recommendation No. 204 of 2016 is in No. 8 of the Sustainable Development Goals and according to DG Guy Rider of the ILO, it will save half of humanity. All member countries of ILO are encouraged to implement this.

A Letter to President Rodrigo R. Duterte from the workers in the informal economy

A letter signed by the President of ALLWIES, Susanita Tesiorna, was officially received on July 4, 2016 at the office of the Presidential Management Staff, Malacañan, transmitting the Resolution of workers in the informal economy representing the 17 administrative regions of the country signed during the 2016 Celebration of Workers in the Informal Economy Day, pursuant to Proclamation No. 1215 dated April 30, 1998. The activity was DOLE led with full support of ALLWIES and NAPC-Workers in the Informal Sector Council.

The said Resolution is titled "A RESOLUTION TO THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES TO MAKE THE ILO R. 204 CONCERNING THE TRANSITION OF THE INFORMAL ECONOMY A GUIDE TO LEGISLATIVE AND EXECUTIVE AGENDA ON POVERTY REDUCTION AND ATTAINMENT OF SUSTAINABLE DEVELOPMENT GOALS".

Copies of the said letter will be furnished to NAPC, NEDA, DILG, DOLE, DTI, DOH, DSWD, PSA, DOH and other agencies as the resolution calls every member state of ILO to develop integrated policies in responding to the issues of the informal economy, namely:  1) informal sector or informal economic units, 2) workers in the informal sector (informal economic units), and, 3) informal workers outside the informal economic units. Informal economy is a governance issue.

With the 18 administrative regions represented during the Celebration, it is claimed that the following workers are being represented, based on ILO, Geneva data,  as follows:

                a)70.1% of persons in informal employment
                b)72.5% persons employed in informal sector
                c) 11.5% persons in informal employment outside the informal sector.

104th International Labour Conference Adopted ILO Recommendation No. 204 Concerning the Transition of Informal to Formal Economy

The landmark labour standard for the informal economy was adopted on June 11, 2015 during the 104th International Labour Conference held in the United Nations Palace, Geneva, Switzerland.
Numbered as ILO Recommendation No. 204 Concerning the Transition from the Informal Economy to the Formal, Mr. Guy Rider, Director General of the International Labour Organization said, in his speech during the Final Plenary Sitting  of the Conference, that this gives hope to reduce poverty for half of the humanity.

The Workers' Bureau for the ILO Governing Board on this double standard sitting Recommendation of which one of them, in-charge of Asia Pacific is Susanita Tesiorna, President of ALLWIES.

Susanita Tesiorna was one of the four (4) from the Workers' Bureau who delivered speech in behalf of the Asia-Pacific Workers to support the Workers' Position of the "Conclusion of the Committee on Transitioning the Informal Economy to the Formal" and appealed for affirmative votes.

The ILO R. 204 shall serve as guidance to the member countries of which the challenge is the implementation of member countries.
