A Letter to President Rodrigo R. Duterte from the workers in the informal economy

A letter signed by the President of ALLWIES, Susanita Tesiorna, was officially received on July 4, 2016 at the office of the Presidential Management Staff, MalacaƱan, transmitting the Resolution of workers in the informal economy representing the 17 administrative regions of the country signed during the 2016 Celebration of Workers in the Informal Economy Day, pursuant to Proclamation No. 1215 dated April 30, 1998. The activity was DOLE led with full support of ALLWIES and NAPC-Workers in the Informal Sector Council.

The said Resolution is titled "A RESOLUTION TO THE PRESIDENT OF THE REPUBLIC OF THE PHILIPPINES TO MAKE THE ILO R. 204 CONCERNING THE TRANSITION OF THE INFORMAL ECONOMY A GUIDE TO LEGISLATIVE AND EXECUTIVE AGENDA ON POVERTY REDUCTION AND ATTAINMENT OF SUSTAINABLE DEVELOPMENT GOALS".

Copies of the said letter will be furnished to NAPC, NEDA, DILG, DOLE, DTI, DOH, DSWD, PSA, DOH and other agencies as the resolution calls every member state of ILO to develop integrated policies in responding to the issues of the informal economy, namely:  1) informal sector or informal economic units, 2) workers in the informal sector (informal economic units), and, 3) informal workers outside the informal economic units. Informal economy is a governance issue.

With the 18 administrative regions represented during the Celebration, it is claimed that the following workers are being represented, based on ILO, Geneva data,  as follows:

                a)70.1% of persons in informal employment
                b)72.5% persons employed in informal sector
                c) 11.5% persons in informal employment outside the informal sector.
